Navigating the Future: Cyber Resilience and Global Risks Amidst Geopolitical Challenges
The New Frontier Foundation held a roundtable discussion on “Navigating the Future: Cyber Resilience and Global Risks Amidst Geopolitical Challenges” on June 27, 2024, at the Rixos Premium Dubrovnik Hotel in anticipation of this year’s Dubrovnik Forum organized by the Ministry of Foreign and European Affairs.
The discussion was more than timely given the recent cyberattacks on government institutions. The discussion was attended by leading Croatian and international cybersecurity experts from the public and private sectors.
The opening welcome address was given by Ambassador Goran Štefanić, Croatia’s Digital Ambassador from the Croatian Ministry of Foreign and European Affairs, and the keynote speeches were given by Bogdan Patru, Government Engagement Director at Mastercard, and Goran Car, CEO of Combis – Member of HT Group.
The discussion was enriched with expertise from Slaven Smojver from the Croatian National Bank and Aleksandar Klaić from the National Cybersecurity Centre at the Security and Intelligence Agency of Croatia and Romanian cybersecurity expert Stefan Uroic at National Cyber Security Directorate of Romania.
During this event the following key topics were addressed:
- Main cybersecurity trends, challenges and threats for the region,
- European cybersecurity regulatory landscape, and,
- Tools for societies, businesses and governments to apply in order to ensure resilience against cyber-threats.
In reviewing the current state of security in the fight against organized crime and state terrorism through cyberattacks, the participants exchanged experiences and recommendations for better cooperation between the public and private sectors.
Some of the recommendations included the need for every company and institution to maintain digital hygiene by regularly maintaining cyber security systems, using two-factor authentication, regularly changing passwords, and regularly updating and maintaining built-in security systems.
Experts estimate that the costs associated with cybercrime worldwide for 2022 have reached a staggering $6 trillion, representing 1% of the global GDP. To address these threats, the European Union (EU) has taken a leading stance in adopting legislations aimed at fostering a common level of cybersecurity across the EU. Recent examples include the AI Act, the NIS2 Directive, as well as the Digital Operational Resilience Act (DORA). EU’s new regulations should also encourage greater investment in cybersecurity.

The panel discussion titled "The Three Seas Initiative Investment Fund: Supporting Growth and Investment in Croatia and the CEE" was organized by the New Frontier Foundation on April 25, 2024. Exploring the potential and possibilities of the strategic 3 Seas Initiative, with an emphasis on its investment fund managed by Amber Infrastructure
The NFF panel discussion was framed within four main topics:
1) The current state of play within the 3SI, with the emphasis on the Vilnius Summit outcome
2) Strategic significance of the North-South axis
3) Expansion of the 3SI and improvement of its methods of work
4) The scope of 3SI projects and business opportunities.

The panel discussion titled "2024 and Beyond: Strengthening the Trans-Atlantic Bond Amidst Global Shifts" was organized by the New Frontier Foundation on February 20, 2024. Exploring the future trajectory of the relationship between the United States and Europe, with a focus on Croatia’s role.
The NFF panel discussion was framed within four main topics:
1) The current state of Trans-Atlantic relations, war in Ukraine and energy security situation
2) The potential consequences of upcoming USA presidential and European Parliament elections in 2024 on Trans-Atlantic relations
3) Geopolitical implications of Trans-Atlantic relations and the war in Ukraine on energy security in the USA and the EU
